I went through this same problem a while ago. I had to install
mercurial on IIS7 rather than on IIS6 but I imagine that the process
is similar.

The following web pages helped me make it work. I must note however
that I did not manage to get WSGI working. I only managed to get CGI

Also, if you need to make it work on IIS7.
