Well looks like I do not know the cause.
The errors in the apache error log were not fatal. After I had created a
trust section in a .hgrc file in apaches home dir, they no longer appeared
when I was either accessing the repsoitroy via a browser or cloning on the
command line.
But in the access_log of apache, on doing a clone, I get

The 404 is there but I have not a clue what that means.
My worry is that so far I have not done anything to abnormal. Got a
repository on linux, using apache to publish it, followed the various
instructions, works as expected. Yet cloning using a network is not working.
And this is fundamental to using the tool.
