It means 'not found'.

I suggest you compare/post the web server logs for a working access from
a browser and a failing access from a Mercurial client.

..that you know of. There's no magic here, you've assuredly made a
mistake somewhere. That's no surprising: getting hgweb fully configured
is a puzzle with a bunch of confusing pieces: the script itself, Apache,
htaccess, SSL, file permissions, etc.
