show last modified time for a file

A small nit, but important if you've got more than one branch in your repository: that "/tip/" should actually be "/default/" or whatever branch you want to look at.  (oh, if only hgweb would use "/default/" in links until you pick a specific revision)

However, while it's certainly *possible* to get at the last modified time for a file by starting from that page, it's certainly not very convenient.  I have a feeling the original poster wanted a way to see the last modified time at a glance, and maybe even for a whole list of files at a time.  I know I would consider that occasionally useful.
