Thanks -- I can get to it from our datacenter in Oakland now and from my ATT DSL, but I still can't get at it from the Berkeley datacenter where I'm trying to build a system. 

I ended up just doing this

easy_install http://www.selenic.com/repo/hg-stable/archive/tip.tar.gz

from 192.35.209.243 and 192.35.209.205 I get this right now.., in case it helps...
traceroute to mercurial.selenic.com (173.11.57.243), 30 hops max, 40 byte packets using UDP
