Mercurial's participation in GSoC 2014

Hi

I just wanted to confirm whether mercurial is going to apply as a mentoring
organisation next year (as you might be aware, Google has already announced
GSoC 2014 <http://www.google-melange.com/gsoc/homepage/google/gsoc2014>).
Based on that (since I am somewhat short on time right now), I can
prioritize the the OSS organisations to contribute to before the program
starts.
